Subdivision Developments

For new subdivisions, the Developer must submit a subdivision plan showing the proposed locations of property lines, lots with driveway location (if known), roads, sidewalks, water mains, storm sewers, sanitary sewers, fire hydrants and street lights.  All plans and drawings must be submitted in AutoCAD (dwg format). Hard copies are not required.

Norfolk Power will work with the Developer to prepare an electrical distribution system design and cost estimate. All design and construction must be compliant with Regulation 22/04

Initially, the Developer is responsible for the complete underground electrical distribution system installation cost. After the system has been installed, the Developer will receive a rebate for a portion of the installation costs based on a 25 year economic evaluation. The Developer will receive the rebate on a per electrical service connected bases at the end of each month for a 5 year window.  If electrical services in the subdivision are connected after the 5 year window, the Developer will not receive a rebate for them.

The portions of work that the Developer’s contractor is responsible for and the portions of work that Norfolk Power is responsible for are outlined in the Subdivision Specification and is summarized as follows:
 

Developer’s Contractor Responsibilities

The Developer’s contractor is responsible to complete all civil work, which includes trenching the installation of conduits, primary and secondary cables including labelling and all transformer/switch bases along with grounding. The Developer's contractor cost will be included in the subdivision agreement's cost schedules. All the required subdivision installation and Specification Drawings are also available. The Developer’s contractor is also responsible to pick up the transformers/switches from Norfolk Power stores and set them on the bases.
 

Norfolk Power’s Responsibilities 

Norfolk Power will either complete the high voltage primary and low voltage secondary cable connections at the transformers or include the connections as part of the Developer’s contractor work.  Whether Norfolk Power completes the primary and secondary cable connections or includes it as part of the Developer’s contractor work, there will always be a portion of  work that must be completed by Norfolk Power. Connecting the new underground electrical distribution system to the existing electrical distribution system, testing and energizing will be completed by Norfolk Power crews.

The work completed by Norfolk Power is divided into material and labour and will be  invoiced to the Developer by Norfolk Power.  Norfolk Power’s material and transformer cost must be paid before they are ordered.  Norfolk Power’s labour portion must be paid before the new underground distribution system is energized. Norfolk Power’s labour portion is also referred to as the “connection cost” because Norfolk Power will not make the final connection to the distribution system until the labour portion has been paid.
 

Builder’s Responsibilities

The builder/owner is responsible to install the trench, conduit and cable to service a new lot from the property line to the meter base. The Builder/Owner must request a layout for a new Residential Service.  Norfolk Power will inspect the trench and connect/splice  the service cable at the property line and invoice the builder/owner on a per connection bases.
